If you have an agreed summary document in PDF form which is separate from the eBundle PDF (as it usually will be) you can add hyperlinks to page number references within the agreed summary document, pointing to the appropriate page in the Bundle PDF.
Exactly how to do this depends on the PDF software you are using. If you are using PDF X-Change Editor you can do the following.
Make sure the filename of the Bundle PDF is the final name it will have when used by the intended recipients. The hyperlinks you are about to create will contain the filename of the Bundle PDF and you will be advising the recipients not to rename the Bundle PDF you send them if they want the hyperlinks to work, so make sure now that the name of the Bundle PDF is correct - rename as necessary.
Make a note of the page number format used within the agreed summary document to refer to eBundle page numbers such as p35 and make sure that it is distinctive and consistently used.
In the PDF bundle, tap Bookmarks - Bookmark every nth page and in the panel choose Bookmark every 1 page and a Bookmark Title Template to match the format you are using such as p%[Page] and tap OK.
Right-click on the bookmark you have created for page 1 and select properties and tap on the three dots in Actions. Then remove the existing action (which is to go to a page 1 in the existing PDF, and then tap Add - Go to page in another document but when prompted to select the other document, select the same document - i.e. the PDF Bundle and choose page 1.
Use Bookmarks - Export to text file to create a text file of the bookmarks in the PDF bundle making sure you have selected the export bookmark actions and export Remote "go-to" actions description options. You can see that the page 1 bookmark in the text file has a special format used for "go-to" links. Change all the bookmarks in the text file to use that same "go-to" format that the page 1 bookmark already has (you can use find/replace in a text editor to do this). The existing bookmarks (above the new page bookmarks you have just created) are not needed to create hyperlinks but you can leave them in place in the text file if you wish as an extra way for a reader of an agreed summary document to navigate to documents. Otherwise delete them from the text file.
Save the text file but don't save the PDF bundle.
Open the agreed summary document and choose Bookmarks - from text file and load the bookmarks from the text file.
Tap Bookmarks - Links and, in the Create Links from bookmarks panel, choose Pages... All. Choose a Border Style of Underline. Tick Match only full words and untick Create links on top of others, tick Match text pattern and enter a pattern appropriate for the page number format you are using such as (p\d+) and tap OK.
Each mention of a page number in the form p35 anywhere within the agreed summary document PDF should now be a clickable link. Try out the links to make sure they work.
Once the links have been created you no longer need the page bookmarks so you can delete them if you wish.
NOTE 1 If the summary document is in table form it might contain page numbers which are just numbers - i.e. without the "p" prefix - the "p" is not necessary if the column is headed "Page". In this case use a match text pattern which targets just bare numbers. For example p(\d+) This may mean that some dates and other numbers may also get hyperlinked but you can then delete the superfluous hyperlinks using Home - Add/Edit Links.
NOTE 2 Because the URLs in the bookmarks you have loaded are "relative" those you send the agreed summary document PDFs to should be advised that (a) they should not rename the Bundle PDF and (b) they should store the Bundle PDF, and each agreed summary PDF which you have added hyperlinks to, in the same computer folder.
